Do you think it is best to only have him from April to early August as a starter and then nothing for the last 2 months???I think that with his previous pitching history in Cuba you don't impose an IP limit on him. If the Reds are indeed going to put him in a strict IP limit a la Strausburg then I can see this possibly being the more advantageous route. However, the more innings he gets as a starter I think the more valuable he is to the club... I also feel there is much more potential for damage by stretching him out as a starter in ST, bringing him back to the pen, then back to the rotation later in the year. All-in-all the Reds have botched their handling of Chapman up to this point in my opinion. You are paying him starter money, he has the starter stuff, and is a much better option than Leake and Arroyo...start him.

His max number of innings in Cuba was 118. That crushes your argument there...

As to the bolded....2-1, 2.75 ERA, 27 K's, 4 BBs in 39.1 IP says differently at least for Arroyo.
