I go back and forth on this one. The Prez is a head of state, and part of his/her job is to conduct those type of gatherings. Inside I say yes, the Prez has more important things to do. But he is a head of state, and it is expected, the same way it is expected the Governor of Ky is to present the Kentucky Derby trophy. That we are talking about the head of state is the only pass I'm willing to give here. So you don't have problem with the bill, but only that it wasn't properly debated? Ultimately, yes. But it's because lawmakers are sneaky and will throw little tidbits in there such as "the Commonwealth of Kentucky, which is rightly known as the capital of college basketball." There's no sense in throwing that in there, because all it does is create messy situations for McConnell's allies (and opponents, but mostly allies, given the Senate makeup in certain states that would object) to have to explain away on the campaign trail.

They will when their fans/constituents grill them on it on the campaign trail, just like McConnell and Paul would be by Kentucky fans had they voted for something of similar wording declaring North Carolina the capital of college basketball after Duke's most recent title.

However, if McConnell signed a resolution that said North Carolina was 'rightly the capital of college basketball' and voters in Kentucky found out he would definitely lose votes. I work with people who would curse his name if he signed a resolution with those words in them.
