In my experience as a teacher, I'd warn the kids a couple of times, on the third time (now it is defiance) I'd report it to the principal. Likely, he'd talk to them and give them a warning. The next time would result in in school suspension and probably each additional offense would end up there, too.

But your response is definitely a reasonable one.
