The last I read, the IRS rep quoted said they'd do their jobs and investigate, and pursue collection if it were taxable. Somewhere I read a comparison to game show winnings. However, technically, I see a big difference. A game show requires a competition. That guy didn't compete, simply caught a ball and gave it back.
