From what I saw, he simply said "on the street" ... which could mean on Park Avenue in broad daylight or a bad neighborhood in the middle of the night.

The money doesn't come directly from the federal government. It comes in the form of grants from the CPB. However the CPB is federally funded so in the end they get 2% of their money from the federal government. In the end it's probably not going to make that much of difference.

Where do you think that "public" money comes from? I saw a figure today that 16% of their funding in one way or the other ultimately comes from the taxpayers. I'll stick with my original post, our tax dollars at work.
