If it is a freshmen or JV game, it is most likely a new official without much experience in calling the game. They are going to make mistakes, they are going to be in the wrong position as they learn to officiate. Same as the players are going to make mistakes and be in the wrong place at time.

 

Varsity level, they should be past that lack of experience and you should be able to expect a little more.

It is aggrivating that a ref sees it and won't call it because he doesn't want to step on the head officials toes- that happens a lot too!

 

What is the exact role of the head official (other than checking the book) and is it an unwritten rule to let them make the majority of the calls? Just curious and how do they decide who is the head official? Is it seniority?

 

In each game the assigning secretary will give a position for each official. In a 2 man crew. One is designated the referee and the other official is called the umpire. The referee will conduct the pre game conference with the players and coaches; the check the book for proper amount of players; toss the ball; and has the final say on certain contest rules. In the 3 man system; 1 referee; a u1 and a u2. The referee is responsible for the same things as in the 2 man system.
