Never heard of a public school that has to pay for equipment, bus travel, or anything else related to a school activity?

A public school program that I coached at required the football team to pay for

all travel

officials, LEO at home games, ambulance for home games, gate workers (if no one would work the gate).  The team had to clean the stands or pay someone to clean the stands.

All equipment, reconditioning, and uniforms (the district would give around 1000. for uniforms every four years. That was the same amount given to every team).

There are plenty of programs that the above is not the case but there are also plenty of programs where things like the above are how things are done.
