Lucas Giolito of the White Sox had the worst ERA in the majors among qualified starters of 6.13. The White Sox went 14-18 in his 32 starts, with Giolito going 10-13. And yet, we still have people who think it's wise to judge a pitcher's worth based on W-L records...:idunno:

November 15, 20187 yr Is 10 wins the lowest number of wins ever for a Cy Young winner (excluding relief pitchers)? Not sure. I know Felix Hernandex won it a few years ago with just 12 or 13 wins. I think his record was right around .500 too.
