Not necessarily. The All A is the 120 smallest schools. Two All A schools (Allen Central and South Floyd) merged, thus freeing up two spots. Bardstown barely missed last year so that's probably why they made it back in this time around.

No drop in enrollment. There have simply been enough small schools close down to where they're eligible again.

Misinformed all these years. I have thought in the past that it was based upon your pupil enrollment.
