One ruling led to the implementation of School Based Decision Making councils in the state, and the other one led to heavy property taxes being levied on unmined minerals - most of which was levied on coal owners.

 

As a former resident of Kentucky and current resident of northern Virginia, I find suggestions that Kentuckians are less capable of running their own schools than federal bureaucrats offensive. That kind of thinking has made this area the most affluent in the country. Money is pouring into NOVA school districts should never be leaving the borders of Kentucky.

The creation of school based councils (a/k/a School Based Decision Making Councils) was the result of a 1989 Kentucky Supreme Court ruling that found Kentucky's school system to be inefficient and inequitable. The Court ordered that the Kentucky Legislature create legislation to reform Kentucky public schools in its 1990 session. There was no federal intervention.

 

I was a member of the committee that wrote the SBDM Charter for the Paintsville Independent District. As I recall, KERA was not very popular among the KEA and NEA membership.

I think one of the biggest differences between liberals and conservatives is the tendency of liberals to trust people in Washington to make decisions affecting their communities more than they trust their neighbors. Instead of trusting that most communities, given the power to make important decisions affecting their local schools, would do a better job than federal bureaucrats, they fret over those that might do a worse job.

 

The educational system that we have in place is failing miserably in many areas of the country. It is time to return the keys to the states and let them drive again. Sure, there will be a few wrecks, but the landscape is already littered with wrecks. Just maybe, given a little more authority, states can pull a few schools out of the ditch.

Conservatives realize that their money is their money. Liberals see other people's money as something to be redistributed, by force if necessary, to those who have not earned it. There is no personal liberty when there is no economic liberty and irresponsible redistribution of other people's money is nothing but theft.
