Ok..in HS can you return an interception out of the end zone?

Yes. Only time it can't be returned is in OT.

Ok..That leads me to this...If team A throws an interception in the end zone and team B returns it to team B's 20 yard line but team B was called for holding during the return that occurred in the end zone. What is the proper mark off?

If after, I would assume 10 yards from spot of the foul or maximum of half the distance to the goal. If in end zone, safety.

No. Only time I've seen a safety is for offensive holding or grounding.

In HS you can't return a kickoff or punt out of the end zone. Not sure about a short FG but I'm thinking No.
