Agreed, but it does need to be done. Bipartisan committee needs to figure it out and get it done. Rand Paul returned something like $3,000,000 of unused funds out of his congressional budget, surely the rest could tighten their belts for a year and save enough money to pay for IDs for those that can't afford them.
