How many rosters spots are available in Louisville? That roster is pretty full.

Article says if they sign him they'll be forced to pay a 100% tax on the signing ($6M becomes $12M) and they will be restricted in other signings during the international signing window. I don't understand any of that, but doesn't sound like good financial management - particularly for this club at this time.
