Both Bills are slimeballs. They are both predators who use their status and celebrity to charm young girls with promises of mentoring or a job or who knows what else. People don't want to call them rapists though because rape is violent and these two don't need to use violence. Make no mistake though - they are the worst kind of rapists - the kind you thought you could trust.
