The Reds probably could have afforded him if Bailey wasn't given that contract. Not that I am a fan of Bailey's contract but he will be paid $19 million for his first two years and Cueto will get paid $46 million for his first two years when he can opt out and be a free agent again. The Reds weren't going to pay that. Homer may the deal team friendly by deferring money.

December 16, 201510 yr Leake has made it fairly well known that he'd like to stay in Arizona and, from what I understand, is willing to accept less money to play for the D'backs.
