Why not just back off if you're law enforcement?
This should never be an option. I'm not for just shooting people, but backing off isn't an answer. Can you imagine the carnage if they start letting mobs do as they please?

So shoot them and rioters trash town anyway? No good answer.

 

You don't shoot them, you arrest them. You cannot have the police just give a town away to criminals...however if the police aren't going to be supported then and only then would I say Stand Down.
