I don't think he's holding anyone hostage, everyone is free to sign where they want. But since they want to play with him so bad, the pressure falls on him. Na no deal.

Remember, the original idea of the "Big 3" was to be Wade, James, and Melo. Not Bosh. He hasn't signed because he's waiting to see what LeBron does. Not because he has any interest in Miami, but because he wants to team up with LeBron in NY. If LeBron goes back to Miami, it'll be a short deal with an opt out clause after next year. This happens, Melo goes back to NY and they lay the ground work for James to join him after next year. He goes to Cleveland and Melo bolts NY. JMO of course.
