Even though concealed carry is now legal, isn't IL a May issue not a SHALL issue like KY. The difference being that in Shall issue states, so long as the person seeking the permit meets certain criteria (age, clean record, vision, take a course, pass a test, etc.) the state has to issue to the applicant. In May issue states, even if you pass all the stated requirement, some government official (often the County Sherriff) has to approve it and in some areas, most are declined. You basically have to have a threat against your life (ie a woman who has a protective order against a stalker, etc.) to get one.

 

Since some states are still MAY issue I am sure Illinois did not go beyond the bare minimum.

I have family in Illinois that were able to get their permits pretty easily without any extenuating circumstances.
