I believe Moyer made his debut in 86 and rule was grandfathered in 1983.

He didn't debut before 1983. Maybe I'm totally misunderstanding, but I thought the rule about having to wearing a helmet with an ear flap was put into place in 1983, but you didn't have to if you were already wearing one without one.

Tim Raines is the last one to wear it....That leaves the last one who was allowed to wear it.

Correct, they changed rule in 1983, but if you playing before then you had an option on your helmet.
