Sending school fills out information. it doesn't have a say on eligibility at all.

Having been in front of the hearing officer twice face to face, I can say unequivocally that the sending school more than has a say. If your argument that they don't help rule on eligibility or have a place on the form to formally protest then on that we agree.

That is what I am referring to. The sending school can go to a hearing but as far as the form there is no place to protest the transfer.
