I think so,for the most part. But, since coaches can vote on their own players, there may be a case for a coach to promote a player because he is a good person as well as a good player. But , generally, I think of it as the best player in the district meaning their performance on the field.

I've not problem with the coach from Scott getting the award. I think Scott surprised most fans this year.

In that particular district, the kid is from Highlands and the coach is from Pendleton.

Nothing against him personally at all, I just don't think he was close to being the best coach in the district this year.
