I'll believe it when I see it.  The only reason I see for Florida State to pursue this is if:

1 - The Big 12 is paying the massive buyout that it takes to get FSU out of the ACC Grant of Rights

AND

2 - They are paying an unequal distribution to FSU, or something for the entire conference that has an unequal distribution based on performance metrics.

Possibly add #3, that there is no such Grant of Rights with the Big 12 that would hold FSU from making the jump to another conference in the future.

I find it doubtful this is happening because I don't see the Big 12 giving them any of the three, let alone all three.  They wouldn't do this unless they could secure the teams for a healthy term of time, specifically to prevent themselves from being used as a stepping stone (ruling possible #3 out).  I'm fairly certain the unequal distribution was something they hated about Texas and Oklahoma.  Of the three, #1 is the most likely, but would they really pay between $200-$500 million - per team - to get these teams out?

And even if ALL of that is done, the Big 12 is projected to have less distributed per team than what the ACC is paying out per team.  And those numbers were already tens of millions behind what the SEC and Big Ten are projected to pay out, which is the whole point of FSU (and Clemson) wanting out, beyond a general dislike and distrust of their ACC (but really North Carolina) brethren.

On that I would also speculate that no one really knows, but it is worth noting that the Big Ten had pretty officially stated they were not interested in expanding multiple times and then suddenly Washington and Oregon were coming. 
 

What I do believe is that neither conference is interested in untangling FSU or Clemson from the ACC Grant of Rights mess. So in that sense, yes, I believe the notion that they would say “thanks but no thanks”. But if they became actually available? I find it hard to believe that there’d be no interest.

I'm in the same boat here. I think the other conferences are more than willing to left Florida State and Clemson pay their own attorneys fees and exit fees to remove themselves from the ACC and then they can pounce once the dust settles.
