I'm not reading "site." Since they're listed in descending order, I believe they're simply naming the four quarterfinal games.

That’s how I take it as well. For some reason first round sites were predetermined whereas the 2nd Round sites are based on the higher RPI of the 2 teams playing…. I'm done trying to make any sense of that logic.

It says on the picture - home team determined by top of bracket order. So my understanding is if region 9 beats region 10 at region 10 the first round, then region 9 will host the second round. 

I believe bballfan is correct, I had heard that RPI is not being used this year to determine host for second round. Whichever team is on the top of the bracket will be the host.
