Im not a referee but this is my take...

 

The Technical foul would be shot right at that time. Eventhough the clock has reached 0:00, all players would have to remain on the court as any other technical foul... Each team can only have 5 players on the court. This time period is treated as a regular "Technical foul". It is not a "Time Out". Note: Any foul shots taken and made during "Time Outs" do not count. Play has to resume for the shots to be legal... The reason I think that the Technical foul shot is shot at the end of regulation is parrallel to the idea of shooting freethrows at the end of a quarter or first half after time has expired.... You shoot them and then go to time out or the half..... I just cant imagine starting an overtime period with one team ahead on the scoreboard...? Just does not make sense. Thats my two $...

 

Unless the technical occurs before the horn sounds, you would start an extra period with a technical, then award the ball to the offended team opposite the scorers table, with the possession arrow toward the offending team. Same principle as if you started the game with a "T" for dunking or some administrative thing like not having the book prepared by the 10 minute mark or having the wrong number in the book.

I like the college rule better, because you still have the jump ball to start the overtime period.

That clairification of exactly when the foul occured is a big issue.... Some times the official calls a foul with very little time on the clock and the clock operator runs the remaining 0:00.2 off the clock.... Thus giving the impression that the foul occured after regulation had expired...

 

This sounds like an excellent training senerio for officials...
