In a game a couple weeks ago, there was a jump ball and possession went to opposing team.  On the inbounds play, they were called for 5 seconds and ball given back to us.  Referee says possession arrow stays in their favor because they "failed to complete the possession."  Very good referee so I'm confident he was correct but never heard of this before.  Anyone know this rule?

Your "very good" official missed the call.

The arrow should change the instant that the official hands the ball to the team/player for the inbounds pass.

A turnover is a turnover, be is an immediate traveling call or a five seconds call.

I actually believe the ref made the correct call.  I think I was listening to @859Radio during the 9th Region games and they referenced this rule during their broadcast.  The Possession arrow DOES NOT change until the Ball comes into PLAY, which is determined by touching another player other than the thrower.

Therefore, your example above the ref was correct when the possession arrow did not change b/c of a 5 sec violation since the violation was a violation with the ball NEVER coming into play.

Now I would say the terminology I would argue with is the phrase he used "failed to complete the possession".....that was a bad choice of words b/c that would make you believe that the in bound passer had to make a completed possession.....instead I would have state "ball never came into play touching another player"

Can we phone Gene Steratore?  He hasn't been busy these last few weeks.

This was explained to me a long time ago.  Watch whoever is in charge of the arrow.  It does not flip until the ball is released from the inbounder.
