It is based on a 4 year average male enrollment. That is key because Belfry's 4 year male enrollment was in the 380 range and put them in the upper middle of the class. Even with a dropoff in enrollment it has to be sustained in order to get reclassified because of the 4 yr average.

 

For comparison

DeSales was the largest 2A school with a 4 year male enrollment of 315

Moore was the largest 3A school with a 4 year male enrollment of 420

Boyle was the 4th largest in 3A = 410

Enrollment is down, but nowhere near low enough to put them into 2A, even if reclassification was on the table. Current enrollment is about 620. I think your buddy was told a false rumor.

My understanding has always been that the only requests permitted to change division were requests to move UP in division.

Didn't Holmes request to be dropped from 5A to 4A when Coach Lickert was there? It seemed they dropped out to get away from the two-headed beast ( Cov Cath & Highlands) only to be reacquainted when the next realignment happened...

I have always felt somewhat inadequate on a message board. I have a buddy and he hasn't ever heard a d thing worth repeating.
