And like you said, LEO's are normally one step ahead of the curve, thus they are going to have to expand their monitoring of us to stay one step ahead.

Here's my divergence: there are criminals they need to stay a step ahead of that pose very serious risks. However, the average person isn't that criminal either, so it's difficult to draw a clear boundary between when the use of something that has essentially monitored someone's entire livelihood should be so readily accessible. Definitely a delicate balance.
