Add to that Federally. Eliminate all hints of impropriety and conflict of interest. Ferguson PD was about as inept as a department can be at handling this situation.

I read that he knew/though that several witnesses were lying from both perspectives. But allowed them rather than to not allow them to testify and be accused of stifling evidence from coming forward. Imagine the outrage if all witnesses that testified that Hands were up and he was on his knees when he was shot were not allowed to testify, even though the evidence shows that was a lie. Everyone would be accusing him of a coverup. Best to let jury hear it all and decide in this case it would seem.
