It was PA's decision. Since it's in PA, they chose who to play.

 

I guess they were tired of OH kicking their butt on their home field every year.

Pa was fine when Ohio was sending team 1/3 there to get whipped on.

 

I call those team team 1/3 because the North vs the South game was the same day as the Big 33 game.

 

Ohio was split into three teams on that day.

 

Pa is not dumb they knew they could not compete so they kick Ohio out and picked up a very weak state to beat up on.
