In all honesty, I think Congress (both parties) have become so numb in dealing with figures in the Billions and Trillions...that anything in the Millions is almost inconsequential to them.

Nope, as in everything else, both sides have switched opinions since then.

Not I. I have watched every inauguration no matter who was president, I did not watch the entire event with the parades on all of them, but I would switch back to it here and there to watch.
