Minors is much different. Catchers are worse, pitchers are worse, pitchers are still learning how to hold runners...

At AAA there are a lot of veterans both catching and pitching and if pitchers at that level can't hold runners then they shouldn't be up to that level already.

He's good with a staff but not at defense. People are at AAA for a reason. There's also a reason Heisey has only attempted 16 SB's in 3 years and Cozart has only attempted 2 in 92 games. And that reason is not Dusty.
