No rule in the book that says you cannot lift your pivot foot.

 

Care to explain? Do you mean that I can go to my "tip toes" with my pivot foot, or that I can actually pick it up off the ground & put it back down?

You can lift your pivot foot but can not put it back down on the floor.

Had this been the end of a quarter, in a regular season game should the official have made the foul call or is it the circumstanses of the "big game/final second" that says put your whistle away? Clearly the ref thought he saw a reach in foul.
