"Best" Movie Villain?

We've debated Hitler, Stalin and other "historical villains" on another thread. Who is the best (most evil?) villain of film?

 

For some reason, this guy was the first to pop into my head.

Anton Chigurh is certainly up there on the list of top villains in my book. I'm kinda surprised nobody popped on here and said Hannibal Lector though.

 

I think those two may be two of the darkest villains I can think of. Not only do they not seem to feel any kind of remorse for killing, but they never seemed to show any emotion about it at all. I think to the look on Chigurh's face when he's strangling the police officer at the beginning of No Country For Old Men, and Lector's facial expression in the scene where he is beating the cop to death with his own baton.
