The receiver no longer a potential blocker....is this strictly a judgement call by the official.

Rule says receivers can not be contacted when they are no longer a potential blocker. I have NEVER seen illegal contact called but 100's of times it could have been. If a QB is 7 yards deep in the pocket and a WR is running a fade route 30 yards down field, how can he be a potential blocker?

I've only seen it called maybe 10 or 12 time in as many years, but I have seen it called.

Concerning Offensive pass interference I have a question.

 

In the case of high school offensive pass interference isn't it loss of down but at the higher levels the down is replayed?

 

I was thinking that this is still the case but I am not totally for sure?

 

If it is loss of down at the HS level and not college isn't that unfair?

Yes...it is LOD in High School but not in College.

In my opinion, an OPI foul carries the most severe penalty in high school football. 15 yards and LOD is a killer!

You are correct and many agree with you about the severe penalty. It is my understanding this topic (remove LOD from OPI) is brought up annually at the rules meetings for NFHS. As many rules for NFHS get closer to NCAA, this one will likely change in the future. Not sure how soon though. However, since DPI is an automatic first down, it seems fair that OPI should be LOD.

IMVHO DPI should be enforced from the point of the foul. Sometimes on a long pass 15 yards and a 1st are a better outcome then a completion.

Not sure what game I was watching but it was a High School game and the quarterback was being chased by several defensive players and was a good 25 yards behind the line. Right before he got sacked he just threw the ball away. Intentional grounding and a loss of down but it was 5 yard loss from the line of scrimmage thus by not taking the sack he gained at least 20 yards.

Intentional grounding is technically an illegal forward pass. The penalty for an illegal forward pass should be enforced from the spot of the foul. This would include the pass from beyond the neutral zone, a forward pass thrown after a change of possession, and a second forward pass during the down. The logic here is that the foul will be enforced from the end of the run, which is where the illegal pass was thrown.
