In college, there are no school zones to restrict enrollment. In high school, public schools are limited by physical school zones and private schools are not.

In 2021, KY schools became open enrollment and SEEK funding follows the student. Many public schools now take kids from outside their boundaries.

Right, and even if a school did not take kids from "outside their boundaries" before 2021, the KHSAA allowed them to do so if they wanted to. The KHSAA rules are the same for every school and not taking kids from "outside boundaries" has always been a choice that the individual schools/school systems have made. In other words, some schools self-impose restrictions on themselves and then some (many) of those schools are disingenuous and mislead the public about their self-imposed restrictions and frame the self-imposed restrictions as private schools having an advantage over public schools. Then those same morally bankrupt public schools powers that be rail against private schools and that is exactly how we ended up with the Anti-Private School Football Multiplier.

I do not know where this ended up but several years ago JCPS moved to eliminate booster clubs and fund raising for teams and school organizations because it wasn't fair to disadvantaged schools. JCPS would not let academic teams or groups raise money at Manual when I had a kid there. The public schools that compete have committed groups that support the programs. Beechwood, Fort Thomas, Boyle, Bowling Green, Pulaski County, Owensboro's and Manual and Male did. Not sure where that is now at JPCS schools. Private schools tend to have on average more community involvement. Public schools can and do compete and do it well. Also, winning championships isn't the only or even the most important reason to play. That's what's lost here.

Same principle as above, eliminate a choice and then cry wolf.
