I think you need to protect punt returners so don't get leveled like that so make it same as targeting penalty.

Hear you and agree if a fair catch is called the return man is defenseless and a hit like that might arguably call for more than a 15 yard penalty.  But it is difficult for a defender to key on anything other than the punt returners intent.  Fair catch…..throttle down to a distance close enough to recover a mishandle.  No fair catch…the return man obviously knows the defender’s proximity and anticipates catching and escaping.  The defender usually has no clue where the punt is and operates full throttle based on the returner man’s visual signal.
