I don't believe that has changed.  It is an OHSAA insurance issue, and to the best of my knowledge, that has not changed.

Hasn't changed, from the OHSAA itself, "....if your parent(s) or legal guardian live outside of Ohio, you are ineligible..."  From Residency Bylaw 4-6

There are some exceptions available, but the rule hasn't changed.

Looking at it quickly, I think what I read was their clarification about students with one parent residing in KY and one in OH, which would be eligible to play. Bylaw 4-6 or something like that.
