I have a Rose bush that is quickly being devoured by these pests. I've tried Neem oil and recently applied Rise Rx but the continue to feast. Anyone have other measures to combat these marauders?

Japanese beetle traps are effective. You don't have to involve the rose bushes themselves.

Agree and put them a distance away from the roses as well.

When I was a kid, we just took empty gallon milk jugs, put the bait in the bottom, and hung them from the plum trees away from the important plants. Worked like a charm.
