There are a ton of time travel issues that made me not like this movie nearly as much as I wanted to.

 

For example, how did Captain America time travel back and then reappear with the shield? Was he there the entire time as old man Cap? Did he come from a different timeline? Its confusing.

Yes, he is now deemed worthy. If you remember back in Age of Ultron, I think it was, everyone tried lifting it and no one could budge it. Cap tried and it wiggled a little bit and Thor looked concerned at first then at ease when Cap couldn't pick it up. Cap lifting it has probably always been part of the plan, it's a staple move from the comics.

 

Read something the other day that basically said Cap has always been worthy and could've wielded the hammer in Age of Ultron, but out of deference to Thor, decided not to. It was an interesting take.

I saw something right after the movie came out that Cap became worthy once he shared the news that he knew The Winter Soldier was who killed Tony's parents.
