I think NFHS rules state the punter has to complete the kick, which means reset on two feet before he can be touched, so yes you can block the kick and still rough the punter.

With all the other questionable calls that is just par. How can they find a way to call a hold inside the 5 along with offsetting unsportsmanlike calls? No one is that observant
