June 2, 201610 yr In my amateur opinion, this is a mental problem more than a legal problem. The drugs, guns, prostitution, any crime. Where are the community leaders showing the youth what that life leads to? The ones who really care about not only changing the climate and/or perception of the city, but the kids? If you want to fix these problems legally, it has to start with education. We can try to reform adults all day long and we'll still have criminals, but if you invest more into a kid than math and chemistry homework, and we see how that's working, you'll start to see that number dwindle down the line.
