If I understand the story correctly:

 

Prisoner go this hands loose from the cuffs.

He then took the officer's gun.

 

Isn't there a screen/cage between the front seat and back seat? How did he get the gun?

Shooter has been caught.

This same thing happened in Powell County a few years ago. An arrested man somehow got to a gun through the cage to the front seat and killed a city police officer.
