But both of those pay off at least one ticket even if you don't "win ". The first one requires timing which could be considered skill. My sister in law always hit it at least once every time we played.

The first one can be set to pay off at random intervals or timed. But videos have proved that it will often skip the grand prize when a player hits it and skip to the next prize.

 

If they do give out one ticket just for playing then maybe the poker games should be allowed if they gave you a few cents credit for every dollar you put in?

I don't know...haven't been in one much lately.

 

They have several prize games that are supposed to be "Skill" but they are also are set by the vendors to only pay off at some interval and not purely on skill.

 

Vendor pays WM rent to put them there.

Kids are winning tickets, which have no cash value. That would be my simplest answer (without having read the thread).
