I don't know the full details of it, but this gist has to do with restrictions upon how coaches pay for the tourney tickets as well as days out of school. Someone else might clarify for me.

In a nutshell, and I may leave something out, or may misinterpret something, but in a nutshell the redbook rules basically:

 

Says that all money raised by a school or program must be spent on students.

 

So coaches no longer get free tickets, rooms, or meal money for the Sweet 16, that was once provided by many public schools as part of a coaching contract. Basically, schools used to foot the bill for their staffs at the tournament. That can't happen any longer.

 

Redbook rules go as far as excluding coaching shirts from being purchased with raised dollars.
