The problem that they have now is the fact that there is so much dirt and subgrade material that has been infiltrated with water and has effectively undermind the pavement. they will have to remove all of the unsuitable materials and replace then with good dry fill in order to compact it and be able to patch the roadway above. That's the problem they have now with this wet weather.
