a lot of "respect" from the previous season goes into these polls in my experience with them. Even if the state title team loses the majority of their starters they seem to be right in the mix in the top 5 the next year. I see it more as a fun way to get people back in the flow & interested in promoting their favorite team, district or region rather than being an fully accurate account of where these teams actually are in the whole scheme of things.
