This is a unique situation due to the fact that the Secret Service and the CIA/Military have access to highly confidential sensitive intel. When you do something like this it impacts national security potentially.

Having classmates who went to work for 'the Agency' and doing one interview myself the key thing is leverage of your secrets to blackmail you. Do they care if you had an indiscretion or 2 - no. But if that indiscretion can be used to turn you then its a problem. Initial and ongoing background checks are intense and they will question your neighbors - regularly. I know of some who could not accept positions in the agency knowing their lives would be scrutinized regularly even though they were the most straight laced people I knew.

 

The real question is why was the FBI investigating the members of the CIA or especially ts head. That is odd. The CIA is not part of the FBI or the military. It has its own internal affairs and counter-intellegence functions. It is capable of doing this investigation on its own. Before 9/11 and the following laws that were passed to reduce 'the walls' between the 2 the two were legally supposed to be kept away from each other since the FBI was to focus on internal law breaking and CIA was to keep its operations outside the US. The agency that has its head under indictment for contempt of Congress is investigating a member or the intelligence agency is odd. How anyone is expected to believe this investigation of a senior administration official (that is what the head of the CIA is) was not communicated to the White House before the day after the election is odder.
