It would still be difficult because most spending is done on a need basis, not this much was collected and is divided up based upon this formula ie I believe most education funding is done on a per kid basis. If a park gets state money for improvements it is usually because the parks dept submitted requests for these specific parks. My guess is the only way to do it would be for alcohol taxes to only be paid locally and none go to the state.

No sense in wasting money by sending it to Frankfort only to be return to the county level. I would assume the high and mighty dry folks wouldn't want any part of the devils money any way.
