That is not just due to tax policy, but that is part of it. When RR took office you could make a good case that too little net income at the top made capital formation hard. Prime rate in the high teens is good evidence. You could also make the argument that too little net income at the bottom and middle makes demand too low today. The payroll tax, income tax, capital gains tax and dividend tax are all income taxes. Everyone who works has "skin in the game". I think it might be a good idea to change all income to just plain income and make all of the income based taxes one tax. That way, people like you wouldn't perpetuate the myth that people at the bottom don't pay taxes and we wouldn't be doing this shell game where people move their income into the preferred forms of income to avoid taxes.
May 2, 201214 yr There are many, many people who pay zero federal taxes on their income. Payroll taxes are a pension plan, or really, a welfare plan. They should not be included when we're talking what funds the federal government. Payroll taxes do not, although the government does borrow to use them which is another problem all together. Other non income federal taxes are more of a users fee type item. Income tax drives the government. Everyone should pay it.

The majority paying those taxes are also paying the highest federal income tax rate.
