This is an interesting question, and I didn't see any reply to it yet. I don't think any of the rulings is private, except possibly the hearing officer's full report and recommendations. The KHSAA publishes (or at least used to) their rulings (omitting the player's names, I think the school is named) in the magazine they send to all officials and members, and the Board of Control ruling does note the hearing officer's recommendation. I'm not an official this year so I don't have the issue with the past (someone said August?) decision. I couldn't find the publication on the KHSAA website, though it may be there and the decision should also be in the BOC minutes.
Once it is in court all actions by the court are generally public, including today's ruling (there are exceptional circumstances where pleadings or entire files can be sealed, but I don't think any could apply here--a Floyd county judge sealed one of these cases a year or 2 ago and got a lot of flack). I am still not clear on whether a 3 judge panel ruled today or just one judge (in which case there might be a ruling by 3 judges by Friday that could change all of this). I can't find the ruling (or any ruling of today's date) on the Court of Appeals web page, which has a searchable database of all their opinions (but may take a few days to enter). Does anyone on this thread actually have today's ruling, and if so can you scan or quote it? (Obviously, don't do that if it's sealed but you managed to get a copy). Then we'd know if it was one judge or 3, procedural or substantive...and of course that will only lead to the next round of our questions, until the next possible ruling.
